The Role of Local Institutions in Climate Change Adaptation : Effective local institutions are central to society’s ability to respond to the impacts of climate change and the interaction between local and national institutions is an important, and often complex, factor in adaptive capacity. At the Wilson Center, Oxfam America’s Belay Kassa and Wageningen University’s Todd Crane shared new research based on field work carried out in Ethiopia and Mali on the role of local institutions in climate change adaptation processes. Petro-Aggression: When Oil Causes War : Oil is the world’s single most important commodity and its political effects are pervasive. Wilson Center Scholar Jeff Colgan extends the idea of the resource curse into the realm of international relations, exploring how major oil-exporting countries form their foreign policy preferences and intentions. "Petro-Aggression" shows that oil creates incentives for both aggression and peace in its biggest producers. The net effect depends critically on a petrostate’s domestic politics, especially the preferences of its leaders. Revolutionary leaders are especially significant. Healthy People, Healthy Environment: Integrated Development in Tanzania : Still frames from the film ‘Healthy People, Healthy Environment: Integrated Development in Tanzania,’ produced by ECSP. Along the northern coast of Tanzania, a series of innovative development projects are combining conservation efforts with health and livelihood interventions. We meet Rukia, Mahija, and Fidea from the Pangani and Bagamoyo districts who demonstrate how these “population, health, and environment” projects are improving their lives, their environment, and their community. Environmental Film Festival: PHE in Tanzania & International Peace Parks : The Environmental Change and Security Program is proud to announce the international premiere of its film, 'Healthy People, Healthy Environment: Integrated Development in Tanzania' (10 min.), at this year’s Environmental Film Festival. Sean Peoples and Michael T. Miller traveled to the northern coast of Tanzania to explore innovative integrated development efforts known as population, health and environment (PHE) projects. In the film, three women – Rukia, Mahija, and Fidea – from the Pangani and Bagamoyo districts demonstrate how they are improving their health, their environment, and their community via interventions such as clean cookstoves, sustainable seaweed farming, and better access to reproductive health services. Also played was the second episode in the environmental peacebuilding series by Todd Walters and Cory Wilson, 'Transcending Boundaries: Perspectives from the Central Albertine Rift Transfrontier Protected Area Network' (24 min.). Following a look at Waterton-Glacier park at last year’s festival, the film explores the Central Albertine Rift, situated between the Democratic Republic of Congo, Rwanda, and Uganda, one of East Africa’s most complex and unstable areas. The film explores geographic, socio-political, and ecological issues with a diverse range of stakeholders who are critical to conservation within this biodiversity hotspot. The Social Dimensions of Resilience : From the Haitian earthquake to Superstorm Sandy, recent years have presented many “teachable moments” about the need for greater resilience in the face of disaster. To date, much of the conversation on resilience has focused on making infrastructure more robust -- by, for example, building seawalls to protect against storm surges. But resilience has social dimensions that are at least as important. Social factors largely determine the extent to which people and communities respond to and recover from changes in the environment, whether gradual (such as climate change) or more abrupt (such as hurricanes). This panel explored the social dimensions of resilience, including the role of equity -- especially gender equity -- and inclusive governance. Panelists presented research and initiatives that link reproductive health to climate adaptation, and showcase current projects in Malawi, Bangladesh, the Philippines, and the Caribbean that take a holistic approach to cultivating resilience. Strengthening Responses to Climate Variability in South Asia : Droughts, floods, and varying monsoon rains are not a recent phenomenon in South Asia. For centuries, farmers, fishermen, and others dependent on the weather for their livelihoods have adapted to periods of environmental hardship. However, the current combination of unsustainable resources use, inadequate national policies, and intensifying climate and environmental change threaten to overwhelm existing adaptive capabilities. Recognizing this, International Alert conducted case studies in Nepal, Pakistan, India, and Bangladesh to illustrate current levels of risk and resilience to environmental change at the village level. Keeping Women's Health and Empowerment at the Top of the Rio+20 Agenda : A new framework for sexual and reproductive health is needed, argued panelists in a recent event at the Wilson Center, and the Rio+20 conference on sustainable development would have been the place to start. An international consensus around women’s human rights was developed at the International Conference on Population and Development in Cairo in 1994, but Carmen Barroso, director of the International Planned Parenthood Federation’s Western Hemisphere Region, said there has been slow implementation, little funding, and furthermore the world has changed significantly since then. Gender Equity, Health, and Cultural Tensions in the Amazon : n developing countries, indigenous populations, particularly women, are often the most vulnerable and marginalized among the rural poor. Indigenous women generally have limited access to services, technologies, healthcare, and decision-making opportunities, and tasks are divided along gender lines, resulting in competing priorities and knowledge. Consequently, women’s lack of voice leads to flawed intervention programs and policies that fail to achieve the intended development outcomes. On October 22, Cristina Espinosa, assistant professor at Brandeis University, discussed the linkages between gender, livelihoods, culture, and ethnicity in the Amazon. John Coonrod, executive vice president of The Hunger Project, presented examples of successful interventions for improving gender norms in the region and discuss the role of international development organizations and policies. And Juliana Martinez-Franzoni, associate professor at the University of Costa Rica, presented recent research on how popular health intervention programs, such as conditional cash transfers, can change gender relations and highlight case studies from Chile, Costa Rica, and El Salvador.
